A puppet theatre is a great place to practice fluency. Simple dramatizations can also be used for quick interventions for readers who are struggling. You don't need to have fancy puppets; simple puppets you or your students make from socks, oven mitts, paper plates or bags and so on work just as well (Allington, 2001, p. 83-85).
